The concept of criteria and indicators has become widely accepted as a sustainable forest policy, management and research approach for conceptualising, evaluating, and implementing sustainable forestry at the national, regional and local level. This paper describes C\&I identification process for community based sustainable forest management, Nepal with following the principles of participatory management where different views, opinion, knowledge and expertise of the stakeholders have been employed by applying top"=down and bottom"=up approaches. In top down approaches, the Delphi survey were conducted where 121 experts representing from government officials, forest investors, scientific community, researchers and civil society evaluated proposed 72 indicators with regards to applicability, practicality and importance for preparing national standards for sustainable forest management, Nepal. In another hand, the research combined social and biophysical research methodologies with applying multiple"=criteria techniques that can be used as structured decision problems to identify, assess, prioritise and select of C\&I for a community forest management by using bottom"=up approaches. 







We compare the identified possible national C\&I with locally identified C\&I set and examine the similarities and dissimilarities of the C\&I at national and local level. This analysis is made possible to identify the decision problems and options to identify the knowledge gaps and practical implication of criteria and indicators for sustainable forest management. The generally accepted set of C\&I will be applied to evaluate the current management system and improve the overall performance focusing on the activities in forest management, forest based enterprise, poverty reduction and income generation additionally. Within C\&I development process and case study, we received feedback from the experts and participants and identify the limits of current C\&I development approaches will be discussed.
