Due to their multiple strengths and functions, coastal areas are among the demographically, economically and socio"=culturally most important areas of the globe and offer resources and living space, providing attraction for large parts of the global population. As a result, coastal resources are overexploited and conflicts arise between different users.



This paper investigates the impacts of the conflict between traditional fishing in Benin and industrial"=scale fishing fleets that exploit the marine resources for the global market. The following examination is based on empirical studies in the littoral of Benin in 2007 and 2008 in the form of surveys among involved stakeholders, semi"=structured interviews as well as through participating observation. Fishery households along the Beninese littoral were interviewed of the five coastal municipalities. Further information was gained through discussion with the headmen according to age, ethnicity and the kind of fishing net in use. Within the framework of this study, additionally to the traditional fishermen, industrial fishermen and their staff belonging to six different fishing companies were interviewed. Information on traditional organisations were gathered by interrogation of headmen, traditional religious authorities, notables and village elders. 



The subject of analysis are the persons involved, their acting rationalities, their subjective opinions on the set of problems, existing regulation measures, the effects on the fish productivity as well as quantities and resulting from this in turn the consequences for the stakeholders.



Industrial fishing is characterised by more modern and intensive fishing methods and different acting rationalities incompatible with traditional fishing. For traditional coastal fishing societies, this means a non"=sustainable intensification of the catch; resulting in declining productivity and living standards, a disorganisation of the traditional societies and increasing socio"=economic vulnerability. Other consequences are the migration into other areas and occupations like agriculture can be stated. The new coastal agriculture, however, does already experience some conflicts regarding its sustainability. The understanding of this is relevant for participative planning activities and management for natural resources (e.g. fishery, land use) in coastal Benin.
