In contemporary age, water problem is one of the fundamental crises of the world. Different ways have recommended for optimal uses of water resources. Two important ways of them, are increase of amount of water resources and profiting increase of using them. First way isn't noticeable and also possible, because of water resources restrictions. But the second way is logical and practical. Efficiency of water can be increased in different ways. For example change in the management of water resources, conversion the management based on supply to management based on demand, pricy polices by the economic value of water, and non pricy polices. Beside them, pricy policies are more efficient than the others in some country; especially in water consumption. But these policies aren't applicable because of farmers and government resistance. Therefore, no pricy policies are noticeable and efficient for improving water performance and they are suitable substitutions for pricy policies. This paper considers to non pricy policy and ways as one of the solutions that help to improve performance of water resources in agricultural sector. For this purpose, Analytical Hierarchy Process (AHP) is used for ranking the ways and policies. Analytical Hierarchy Process is one of the most comprehensive systems for making a decision with different quantitative and qualitative criterions. This method is base on even comprehensive and making simple the analysis. 



According to this study, no pricy policy and ways are very important for improving water resources management in agricultural sector of Iran. Results show that training to farmers has the most priority; while Punitive --- commendatory policy has the least one, beside the seven ones.
