Fisheries are complex social"=ecological systems (SESs) impacted by globalisation. Both global social and environmental changes are affecting the behaviour of how human use marine natural resource. Analysing multiple levels of SESs at spatial and temporal scales helps to look into the dynamics of subsystems in a broad region and the adaptive process in a timeline of users from different social communities.



Water around Penghu archipelago, Taiwan features rich marine natural resources. People living on islands have their livelihood rely heavily on fishery. However, rapid industrialisation and economic growth since 1950s' and decline fishery production since 1980s' in Taiwan have changed the lifestyle of local people on islands. Four small islands in southern Penghu archipelago are taken as case studies. Each island provides a small scale SES while the administration district they belonged to form another.



This research integrates field observations, interviews and surveys to examine coastal and inshore fisheries over extended time periods in social"=ecological dynamics. Environmental variables and their differences in time and space help to explain different human collective"=choices to adapt the stress under globalisation.



Through analysis of four cases, different adaptation and transformation on resource"=use are found in facing globalisation. Four small islands in the same geographical region have developed different strategies based on their social and environmental pros and cons. The research shows the needs to recognise different spatial and temporal scales to understand the various structures of multilevel and multiscale SESs. It is critical when concerning the governance of marine natural resources for sustainable use.}
