The global food crisis which arose in 2008 highlighted the fragility of highly export"=oriented agricultural politics, for example in Benin, where public agricultural investments are mainly absorbed by the national cotton cultivation (in 2007: \mbox{5.1\,\%}).  As a result of the food crisis, public institutions in Benin shifted the focus towards the promotion of food crops, such as maize and rice. Several projects have been initiated by national and international institutions within the framework of co"=development facilitating the access for producers to agricultural inputs like fertilisers, the prices of which also soared. Food security became the major focus of all actors operating in rural areas, in particular of the producers.







But the mutual vigour of Beninese officials, which can be seen in measures such as subsidised consumption prices for rice, remained mainly short"=term. In fact, each group of actors developed its own adoption strategy according to their specific interests and individual situations. While public utilities praised the balanced linkage between food and cotton cultivation, the producers increased their production of rice (\mbox{37.7\,\%}) and maize (\mbox{23.2\,\%}) at the expense of cotton cultivation (-\mbox{46\,\%}). Whereas this situation is nationwide economically regrettable, it reduces dependence for producers on cotton revenues and creates the possibility to adapt the agricultural production to consumption habits that resulted from the crisis.







Indeed, measures to promote the production of rice (access to fertilisers, subsidies, credits etc.), as well as consumption incentives (donations or subsidies) gradually increased the consumption of rice to private household level and the acreage of rice cultivation to farm level. This situation will be reinforced in the case of high commodity prices for food crops in the future. The shift in eating habits towards rice consumption as well as the tendency to an increased rice production confirms the equation of sustainability of food security: Eat what you produce and produce what you eat.
