Due to climatic changes, the surface air temperature has increased by 2--4 degree centigrade followed by frequent heat waves, heavy rainfall and increase in incidences of drought and floods. This has affected not only the production of agriculture and horticulture crops affecting food and nutritional security. In addition, this has posed huge damage to the environment. It is essential to understand the impact of climate change on various crops and to evolve adoption strategies to minimise the losses in agriculture. In this regard, Weather Based Crop Insurance (WBCI) is one such adoption strategy to reduce the risks in agriculture through providing insurance for coping from the predicament of weather risks. WBCI is intended to provide insurance protection to farmers against adverse weather parameters such as deficit or excess rainfall, frost, temperature and relative humidity which are deemed to adversely impact the crops. The scheme shall operate on principle of Area Approach in reference unit areas (RAU) and these RAUs are linked to specific weather stations. The risk period would be from sowing to harvesting of the crop and sum insured is more or less equivalent to the cost of cultivation. To make premium more affordable part of the premium will be borne by State and Central Governments on 50:50 basis. In case of adverse weather incidence, all the insured cultivators growing notified crops in the reference unit area become eligible for compensation. Compared to yield based crop insurance WBIC is quite transparent, low level of moral hazards and quick settlement of claims.
