Community forest user groups are involved in protection, management and utilisation of forest through a legalised institutional arrangement with close interaction, monitoring and facilitation from the government forest employees at the implementation level. Interactions of both actors at local level play an important role in achieving CF policy goals of Nepal. The study employed the bottom"=up approaches of policy implementation especially being focused on the steel"=level bureaucracy theory. This paper highlights on the interaction between street"=level bureaucrats and clients in a daily action to promote the forest resource governance and to improve the livelihood of local communities. The study was based on both qualitative and quantitative investigations and carried out from the perspective of forestry professionals at district level. In the process, community users including total 100 government forest officials from six districts and 50 respondents from different 43 community forest user groups were interviewed. The researchers analysed five different attributes of street level interaction: behaviours, attitude, relationship, trust and conflict of both street level bureaucrats and clients and providing services in their daily task performance. The results indicated that though the street"=level interaction was not highly positive, they were in a process of developing positive attitude, behaviour, communication, relation and trust each other and a significant improvement in their inter"=relationship. Furthermore, the conflicts were also seen between the street"=level bureaucrats and clients due to the factors such as rent seeking, always sticking to rules, unnecessary delays in process of making decision and unequal resource management. These motivations caused by the findings ultimately will leave and positive impacts in providing daily services to the clients and prevail to manage the resource in an appropriate way. Therefore, there is the need of bringing change in attitude and behaviours of actors from both sides in order to improve the working environment and achieve the policy goals.
