The impact of the expansion of big retailers like Carrefour in developing countries has been discussed under the term `Global Food Governance', analysing and theorizing the new influence and modes of governance of businesses acting in a global food system. My presentation seeks to illuminate how big retailers' expansion affects food security in developing countries. It analyses the ties between small- and medium sized dairy production and processing in Argentine Provinces Buenos Aires, and Santa Fé/Cordoba and the operations of multinational retailer Carrefour. Field research has been conducted from February to June 2009 and from February to May 2010 using qualitative research methods, namely semi"=structured interviews with stakeholders and experts. 



Small and medium sized dairy farms and milk"=processing industry are important actors in rural development by providing employment, cheaper products for the rural population as well as more sustainable cultivation land use than the booming soybean cultivation in Argentina. The Argentine dairy sector is already considerably concentrated. The multinational retailer Carrefour is one driving force in this process, contracting mainly large"=scale farmers and industry, and pushing concentration in the sector even further.



Yet, links remain between small"=scale farming/industry and the big retailer Carrefour, e.g. distributors seeking raw materials in seasonal shortages (to sell them to Carrefour), and the general demand for locally produced cheese (which means Carrefour needs to offer local cheese products in its supermarkets).



Small"=scale dairy production could benefit from strengthening the ties to the big retail sector. Here the study identifies constraints that need to be overcome, mainly compliance with quality standards, and reliability in terms of amount and in"=time production. Furthermore there is a strong need for information, as well as legal and financial assistance in order to support small"=scale farmers and processers in negotiations with big retailers. It remains crucial --- so the main hypothesis of the study --- to build reliable market structures besides the big retail sector. In this regard the study seeks to identify ways to overcome constraints faced by local street markets and local economy in general, because small"=scale production, processing and commercialising is the backbone of food security and sovereignty.
