Human capital formation is one of the basic determinants of sustainable economic development. Education remains to be the key component of the human capital formation. In Pakistan the rates of participation in education are not satisfactory when we compare them with middle income countries and in the South Asian Region, which shows poor human capital formation process; and is a major impediment in way of sustainable economic developments. 



Future human capital formation of a child is based on decision of the parent's regarding the time allocation of a child between education and other activities in the period of childhood. This time allocation decision influences by the factors which are differ from country to country and in the different regions within the same country. Along with other factors parent's perception regarding the education, quality and quantity of available education, and social and tribal norms are the main factors which are influencing the decision making process in the country and causing low rates of participation in education, which is ultimately affecting the process of human capital formation.



Them main theme of the study is to show that perception of the people regarding education is the main factor causing low demand or high demand for education. The intensity of perception among the households varies with the factors like years of education, degree of religiosity of the head of household, quality of education in the area, believes on tribal norms, and the distance from big metropolitan cities. Religious education, waged and non"=waged child labour, and neither education nor child labour are the possible alternatives available for non school going children. The current study will be conducted by using primary and secondary data, from the selected areas within four provinces of the country. As the dependent variable has more than two possible out comes, multinomial probit \ logid model will be used for the analysis. Findings of the study will provide better understanding of the problem and on the basis of these research findings we can suggest suitable policy measures for eventual demise of this problem.
