Drought is one of the most complex natural hazards, affecting natural resources and human development recurrently. Drought affects agricultural production globally, triggering significant food and health insecurity and habitat loss through land degradation and desertification. While the consequences of droughts can usually be predicted, preventive action is frequently absent or insufficient to prevent serious impacts in many regions of the world. Inappropriate management strategies and inadequate allocation of budget and services in developing countries lead to more destructive impacts of drought. 



Knowledge of where high"=risk regions are concentrated and the general nature of their circumstances is an important step towards effective natural disaster management. But in fact focus of public management sectors and officials on technical aspects and ignoring social dimensions of drought impacts lead to limitation of mitigation and recovery activities in special regions and ignorance of other drought affected areas. This technical orientation may lead to marginalisation of regions that have serious circumstances and more vulnerable from drought. 



Public officials must geographically identify and realistically appraise the circumstances of the high"=risk regions to allow mitigation initiatives and response programs to target their needs. Local mapping using GIS, can pin"=point concentrated high"=risk regions. These maps should identify compound of technical, social and economical aspects because we believe that drought planning and management, impact and response, must be thought as a social process. The resultant GIS allows us to integrate social and geographical data in order to understand drought as a social phenomena and manage it in more sufficient ways.
