Water resources are one of the most critical natural resource used by society. Rural areas consume \mbox{61\,\%} of total water available in Brazil and irrigation is the most important representative activity of this consumption. It is proven that the current level of water resources efficiency use (\mbox{60\,\%}) could be enhanced to \mbox{65\,\%} by using correctively the existent technology. According to programs proposed by UNESCO-ESD (Education for Sustainable Development), UNESCO-IHP (International Hydrological Programme) and FAO, one of the main objectives for water resources management is to increase eco"=efficiency through capacity"=building, technology transfer and exchange of technology. In the case of Brazil, the National Plan for Water Resources Management is an appropriate framework to implement actions to enhance the efficiency of water resources uses within rural areas through capacity building projects. In this way the main objective of this project is to prepare appropriate portfolio of technical material according to regional realities regarding information level and practices of rural producers in Brazil. The portfolio is oriented to empower the existing Brazilian rural extension institutes providing them with information about the rational use of water resources. It was formulated and applied a structured standard questionnaire to understand the information level of rural producers concerning the integrated management of water within the rural property. It was selected 305 institutions including agricultural municipal secretaries and rural cooperatives throughout Brazil. Preliminary results, that represent answers of \mbox{36\,\%} of all questionnaires applied, show that \mbox{56\,\%} of all institutions do not provide any kind of irrigation or water resources management training courses within rural propriety. Based on this result, it is a priority to provide information on integrated water resources management. Due to the fact that the Brazilian Federal Law 9433/1997 is the support document for the integrated water resource management in Brazil, the portfolio is based on this law in order to promote the effectiveness of rural families' citizenship as well as the technical materials oriented to irrigation techniques better uses. }
