This work studies the policies and the management of water resources as determined by the political organisation problems of sovereign states. The federative system enables the coexistence of a political and governmental decentralisation and national unity. In federated states decentralisation and unity are potential pitfalls for water policies and management, since this natural resource is necessarily regulated and administered by different governmental entities. This study analyses the recent Brazilian experience in the management of water resources, as determined by the recent Public Administration Reform, carried out in the later years of the last decade. The modulations in the system aim at harmonising the action of the various governmental entities which participate in the management of water resources. Moreover, the system focuses on preserving national unity articulated with regional and local unities and, above all, the preservation of water ecology. The approach presents the normative and institutional models and the critical points of the complex management of water resources in the federation. Firstly, the basic general structure of federal states is introduced, with no special regard for the Brazilian federation. Afterwards, the text describes the Brazilian national structure and the different management laws and types of policies. On one hand, there is no one management model of a national water resources policy. On the other, successful experiences are a model worth following and are, most of the time, incorporated to the peculiar interests of each individual national state. Finally, water and its adequate management is a pressing need of modern societies, which makes it indispensable to adopt proper models and laws. }
