This paper explores how different organisational levels influence community decisions to adapt to water resource changes due to land use and climate changes during the last 30 years.  In the Andean region of South America, understanding water management is particularly important for food security as many rural communities must decide by themselves if and how they will protect their watersheds and distribute their water.  In Colombia, for example, only \mbox{9\,\%} of the rural population has access to safe drinking water and, due to the absence of outside intervention, autonomous water associations provide water to \mbox{41\,\%} of the rural population.  In the Fúquene watershed in Colombia, there is evidence that communities have organised in water user associations and have invested time and financial resources to implement adaptation strategies to secure water availability, in some cases without external support.







We present an analysis of the micro"=watershed management decisions in eight Water User Associations from the Fúquene watershed. Using quantitative and qualitative methods, we focus particularly on identifying at what level adaptation processes are triggered by examining how the Water User Associations are influenced by: i) the broader governance decisions made by municipal offices and other regional organisations that influence water management, ii) the socio"=economic and organisational characteristics of the associations and their leaders, and iii) the characteristics and attitudes of the households within the associations' communities. 







Research findings suggest that several important characteristics influence associations' decisions to adapt: leaders' and households' perceptions of water shortages and environmental changes; the associations' and households' socio"=economic, self"=organisation and learning capacity; past and recent environmental conditions; and the local government's capacity to support the Water User Associations.
