Most of Iran's area placed in a semi arid region, which water is a very scarce resource. Consequently Inhabitants on the arid Iranian plateau in southwestern Asia have managed their meager water resources sustainable for thousands of years. Since 1999 Iran has faced a so severe water crisis. Whereas Iran has always had cycles of drought and in light of high population growth and climate changing water crisis will be worse in close future as estimated that per capita water availability in the region will fall by half by 2050. The fact that Iran seems unable now to cope with such a historically familiar reality suggests that something has been lost by abandoning traditional practices for modern ones. Modern approach is a kind of technical management of water resource, in a general concept is hydraulic mission paradigm, in which emphasis on technical solutions and regulatory authorities implement technical solutions to narrowly defined environmental problems based on expert advice. But water is a "total social fact, and social process and problems cannot be fully planned. Hence water management based on planned intervention in Iran face with great criticism. The main goal of this paper is determining problems of currant water management paradigm and introducing a new paradigm. In this article, we designed a meta"=analytical study of the existing literature on water management and hydraulic mission with the goal of elaborating a paradigm shift in water management in Iran. We introduce governance paradigm for situation of hydraulic mission and we identify four critical dimensions in each paradigm. These dimensions are Cultural value system, science and technology aspect, Relation between state, society and farmers and finally institutions. }
