The production of palm oil for export has grown rapidly in a number of Asian and Latin American countries over the past decade. In public opinion, palm oil has a rather negative image. Instead, in several sub-Saharan countries, amongst them Ghana, palm oil has another significance. The oil palm is an endemic crop in West-Africa. People are referring to the traditionally produced red-coloured palm oil as an important ingredient of their nutritional basis. In contrast to the huge palm oil enterprises with own oil palm plantation systems in Malaysia and Indonesia, the palm oil production in Ghana is divided into small sections in rural areas. Especially in the year 2008, prices for agricultural goods rose. So did the price for palm oil. As most economies of developing countries are still based on agricultural production, the rising prices also ment an economic chance for these countries. Could the internationally growing palm oil market offer a possibility for agriculture based economies to dynamise their export markets and to generate income? Ghanaian politicians affirmed to this question. So they began to start a palm oil supporting initiative, the Presidential Special Initiative on palm oil (PSI). Their main focus was to reorganise and canalise the scattered Ghanaian palm oil sector, in order to lower production costs and to increase quality and quantity of palm oil. It is possible that a large scale palm oil industry would increase the national export rates and would therefore generate income. But what will happen to the traditional small scale palm oil producers in rural areas which contribute to the fragile local economic structures in remote areas? Could small scale producers of traditional palm oil be integrated into an industrial palm oil value chain which targets the export market? Or will they rather vanish as they are not able to compete with industrial value chains? In order to measure the effects of an industrialised palm oil sector in Ghana, this study focuses on a local palm oil value chain mapping as well as on the effects on involved actors.
