The main objective of this paper is to provide detailed assessment of impact of different market and policy developments on Ukrainian agricultural trade with focus on grain and oilseed markets.



Agricultural sector in Ukraine is acknowledged as strategically important for the whole economy. At the same time, Ukraine became one of the world leading exporters of agricultural products, with significant shares in global grain and oilseed trade. 



Agricultural export takes one of the central places in Ukrainian foreign trade and provides state budget with currency earnings and domestic producers with acceptable level of profitability. Grain and oilseed products make up significant part of country's agricultural exports. Therefore, the Government of Ukraine practices state interventions into these markets and caused market response on domestic markets and trade diversion or reduction. 



Among recent market regulations, which have been widely discussed not only in Ukraine but also internationally, were export restrictions on grain export in 2006--2008 or the new state strategy bio"=fuels production. Such policy actions have direct influence on domestic market and change. Furthermore, such market and policy developments as Ukraine's WTO-accession in 2008, global food crisis and food prices growth or negotiations of a Free-Trade Agreement (FTA) with the EU have also caused market and trade reactions. 



This paper provides an assessment of the impact of Non-Tariff policy instruments (NTMs) on Ukrainian grain and oilseed export (e.g export restrictions and technical barriers). The survey among Ukrainian grain and oilseed exporters was conducted. A point of interest was to identify most harmful NMTs and to find out, if exporters are forced to undertake specific binding procedures in order to comply with control measures of importing countries. Special focus in the survey was provided to the conditions of trade with the EU and to the expectations about Ukraine's WTO accession.  



For the estimation of the impact of market and policy developments on Ukrainian grain and oilseed trade Partial Equilibrium Model of Ukrainian agriculture with 6 key exportable products and four regions was built.
