Sustainable food safety of states or region depends from big quantity of factors, but principal line --- long"=term balance between food demand and food availability should be achieved. Principal factors on the side of demands:



demographic indicators, social situation, diet, self supply of rural areas. On the side of supply there are factors: lands use, lands allocation, extension service, agrarian and livestock production, lands ownership, correlation "export"=import", situation in market.



Deciding block is government policy and governance stability of water sector, land policy, lands subsidy, investment in agrarian sectors, custom policy, development of agro"=industry.



Result is balance or imbalance "demand"=supply". However, current imbalance is related mainly to climate change. Central Asia allocated in arid and semiarid zone, where only part territory adopts for rainfed agriculture for limited crops. Growing of crops in CA is impossible without irrigation, and more than \mbox{90\,\%} of water resources is used for irrigation. All those factors impact sustainability of development in the region and, first of all, agriculture, where currently 70--\mbox{90\,\%} of population work. Increase in air temperature, which is twofold in the region than the world average leads to growth of water use, and deficit between water availability and water use is predicted to increase up to \mbox{30\,\%}.  



At present, policy makers face a challenge of limiting anthropogenic impact on climate.



The present civilisation is able to adapt to weather conditions faced currently and in the future or can mitigate to a certain degree the negative impact of climate change. 



A need for reduction of water deficit demands to application of water"=saving technologies. The use of film cover and simultaneously alternate furrow irrigation allows increasing return on irrigation water almost to \mbox{70\,\%}.}
