Markets determine marketing policies. So, markets have to be considered before policy making can start. Understanding access to markets and the institutions of the food sector is a major challenge for proper growth. Proper growth in the food sector will not only raise incomes (for poor producers, poor traders and the poor who operate in related sectors but will also reduce the cost of food for poor consumers. It will thus reduce the vulnerability of the poor in general. The current surge of globalisation is creating the opportunity to increase income for the rural poor by conveying demands from advanced economies for high"=valued products to the hinterlands that have hitherto been bypassed in development currents. It is well known that rural markets in low"=income economies are underdeveloped being characterised by high transaction costs, owing to imperfect information and high risk as well as absence of effective mechanisms to protect property rights and enforcing contracts. Under this situation it has often been feared that small producers and petty traders in rural hinterlands tend to be exploited by foreign or urban traders who have monopoly access to global information\permil{}the so"=called ``asymmetric information problem''. The major focus of this paper is to show that the trust and cooperation mechanisms existing in rural communities in developing economies can be a basis for efficient functioning of markets for channeling global demands to producers in hinterlands. Some understandings are necessary, understanding urban food markets: how can such markets best supply the urban poor consumer with good quality food at affordable prices, understanding transport markets: efficiency of transport markets and means to improved market access, understanding the linkages between different markets --- transport markets, credit markets, labour markets, food markets - and making linkages in these markets across the formal and informal sectors. To make markets work for the poor requires greater understanding of existing market systems. The conceptual framework shall be based on recent theoretical developments in institutional economics, and shall further be supported by concrete examples from case studies on marketing in developed countries
