From thousands years ago drought has always been a part of the Iran's climatology and environment. This recurrent phenomenon has resulted in significant economic, social and environmental impacts. Its severe financial impact either on individual and the whole of the society can worsen other impacts, too. Therefore, drought as an important natural phenomenon has received much attention from governmental organisations and agencies during the last periods of occurrence in Iran, so that it was announced by the government as a national disaster. One way to decrease the unfavourable impacts of drought seems to be the distribution of relief between victims that has been emphasised by the Iran's government body through a general distribution of relief during drought periods, especially pecuniary aids and loans. Although this strategy might work, there were no established criteria for determining who deserved to receive these aids. Therefore we seek to determine if these support programs have been provided with the right purposes or to the right people. In this regard a qualitative research by using case study method was designed to obtain the inner perspectives of real victims of droughts. The needed data was collected during the winter of 2010 from the rural people  located in southern region of Iran. The results show that the government just thinks about economic losses from droughts and doesn't pay attention to other more important impacts. Also we found that the government assumes the rural society as the same, as farmers and with this notion in mind distributes aids. Consequently new problems are emerged such as increase of conflicts between rural people, decrease of social capital, expansion of poverty in rural areas, and so on. At least we suggest, while droughts are the natural"=historical phenomena in Iran, the government needs to plays a more active role in this regard and it must back down from the view of considering the rural people as homogeneous farmers. The new sights should be set that is matched with the reality of rural societies and traced an antiseptic line between rural people and farmers and between poor and rich farmers, as well.}
