Rural communities have an economic dynamic that makes them diverse and different



from the capitalist way of production, under which the political and economic limits of the country have been established. These differences have generated the creation of inequities regarding the access to resources and services, production characteristics and conditions of commercialisation of the goods of these rural communities.







In Sumapaz, rural communities are characterised by a small agricultural and bovine



production, which has low technological levels and small productive units; where the family is the base of work organisation. Additionally, the region is characterised by a conflict with the land use, holding and vocation; because inhabiting the largest moor in the world, considered as a main water source for the country, restricts the rural community with the environmental and political interests that limit their productive and commercial activities.







The protection of the territory becomes in this way, the major interest of the residents. This abstract shows the description of the characteristics and problematic of the rural economy of Sumapaz and describes the process of implementation of Local Administration Centers (LAC). This process contemplates the consolidation of communitarian work, where social interactions are strengthened; discussion spaces and research are generated as an alternative solution to the territorial and productive problems. LAC also offers training, productive and commercial information as base for the organisation and productive planning. Additionally, LAC must rescue and foment cultural activities.







The work done by the Sumapaz´s LAC is proposed as an opportunity of active participation of the community to generate empowerment processes and define development lines with the characteristics that suit the necessities of the territory and of its residents.
