Somalia is affected by import restrictions for livestock and meat commodities, mainly due to the fact that Transboundary Animal Diseases have not yet been eradicated and the country is unlikely to overcome the constraints that relate to its international trade in the near future, in spite its recent success on the OIE declaration of being rinderpest free. Processed livestock commodities carry limited disease risk regardless of the occurrence of transboundary diseases in the country or zone of origin and, for the commodities concerned (e.g. meat). It involves very high standards and quality for certain products for the purpose of trade while the same are not immediately required in other parts of the sector, e.g. the focus on processed products (e.g. meats and meat products) and the application of quality standards at the slaughterhouses and export chain level are encouraged since they are far less risky than live animal trade in terms of safety. In order to successfully, needs must be addressed, including the following:







Systems recognition: Establish an overall recognisable system that interfaces with trading partners and ensures commodities have been inspected according to human and public health safety standards, e.g. a mechanism that audits and judges the reliability and quality of the inspection procedures







Building institutional structures: Develop institutional structures which can implement and regulate food safety control, comply with the importing countries requirements and demonstrate that compliance is achieved. 







Strengthening livestock traders and meat processors/exporters: Build of trust and confidence of importing countries in the Somali product (and hence the lift of bans and restrictive measures on Somali products) as well building ethics and arbitration and the tackling overexploitation of producers. 







Enhancing abattoir technology and practices in food hygiene: Enactment on international meat processing and hygiene standards that ensures the reliability of inspection procedures and the quality of meat and lack the necessary skills to carry out meat hygiene assessments, establish inspection processes, certification services, quality auditing, hazard analysis and critical control points arrangements, microbiological testing and residues monitoring.}
