Afghanistan has been devastated by conflicts over two and half decades, around \mbox{40\,\%} of the population does not have sufficient food at some time during the year. The modest public and economic services existed before were severely damaged and key institutions have collapsed. Poverty is widespread and persistent. Majority of the population depends on agriculture, which is vulnerable to climatic conditions and provides only limited income. The country has one of the highest maternal mortality and infancy death rates in the world. In January 2006, the International Community and the Government of Afghanistan met in London to discuss and approve the Afghanistan Compact, which defines the relationship between the partners and sets the benchmarks and timelines for the coming five years. Priority is given to security, governance as well as economic and social development. In the same conference, the Interim Afghanistan National Development Strategy (I-ANDS) was presented. Eventually, the ANDS has been approved following a good range of consultation with various stakeholders in April 2008. The ANDS also serves as Poverty Reduction Strategy (PRSP) for the Government of Afghanistan and its national and international partners (www.ands.gov.af). The goal of many development co operations and bilateral projects in the area is to promote good governance and human rights at government and civil society levels and to improve livelihoods in selected disadvantaged groups. Swiss Development Cooperation with its implementing partners OXFAM UK and Terre des Hommes Lausanne (TdH) are contributing in food security through their  livelihood improvement programme in Takhar and Badakshan. This presentation is based on the Program Evaluation done in July- August 2009 of both the district by the author as an expert on Gender and Governance in the evaluation team invited by Swiss Development Cooperation Office Kabul Afghanistan. The results and implications of development cooperation with special focus on Gender Mainstreaming to improve food security in the region with both positive and negative aspects will be discussed in the presentation.
