Flooding is a dangerous challenge for inhabitants in the Mekong Delta. Historic floods caused death and serious damages for agricultural livelihoods in 1961, 1978, 1994 and 2000. Therefore, the Vietnamese government built dyke systems to control floods and protect people living in the flooding plains. Dyke systems have emerged as a flood control solution to the natural occurring floods in the Mekong Delta since 2000. However, 80 percent of the population relying on agriculture is threatened by the negative impacts of these dykes and floods' new disasters in the coming years. In comparison with natural flood damage, human intervention has created serious risks regarding the sustainable development in the Mekong Delta. The theory of integrated flood management was explored to understand the cause and existing problems in inherent dyke system planning and practice from the reflective perceptions of given governmental organisations. The paper draws on secondary documents, personal interviews and group discussions conducted in the framework of a case study in Can Tho city in the Mekong Delta. This study found that there were contradictory perceptions between techno-centric planners and local scientists, local managers and livelihood-centred people in Can Tho city. Dyke system planning mainly focused on hydrological and technological aspects to control flood rather than to meet the livelihood needs of rural people. Participation, knowledge and experiences of local people were ignored in the dyke system planning. The dyke systems have caused natural resources reduction, erosion and higher inundation in the downstream areas. The agricultural livelihoods of the rural people are at serious risk if the flooding will increase higher than the peak of dyke systems in the coming years.
