The worldwide demand for water resources, coupled with growing water scarcity, is placing increased pressure on the existing water resources, particularly in the agricultural sector. This calls for enhancing water productivity -- more crops"=per-drop of water. Numerous studies from agricultural sciences, irrigation engineering and socio"=economic analyses offer technical as well as socio"=economic innovation packages for increased agricultural water use efficiency. Nevertheless understanding water management with the aim to achieve increased `crop"=per-drop' from an institutional perspective is far less developed. This paper explores institutional requirements for increased agricultural water productivity in the Republic of Uzbekistan, with the aim to inform policy interventions for ensuring food security in the region.  The paper examines the water productivity of two major crops -- wheat, rice and cotton in three Water User Associations located at different hydrological regimes of the Khorezm province. It adopts a systems perspective to capture comprehensively the integration of diverse set of policies, along with historical and contextual factors involved in constraining agricultural water productivity. Policies in the paper are defined as providing strategic directions for actors to adopt a particular course of action. These may be in the form of statutory statements, values and sentiments of communities and individuals. 







Methodologically, this paper applies diverse research methods to analyse the integration of policies influencing agricultural water productivity.  The quantitative and qualitative information collected is analysed using a Bayesian network to show the inter"=linkage among the factors and probability of their relationship influencing agricultural productivity.  It heuristically applies Ostroms' design principles in this network to identify the role of actors and the rules that offer boundary, position, information, authority, scope, aggregation and pay"=off rules to influence agricultural water productivity. Through scenario analysis it identifies key socio"=economic, ecological and institutional determinants that influence water management leading to food security in the region.  The scenario analyses reveal absence of information and inadequacy of scope rules, which has facilitated actors to adopt `fire"=fighting' approach to manage agricultural crops.  Given this, the paper calls and identifies options for an adaptive and integrated policy making that improves water productivity and food security in the region.
