Monitoring and evaluation methods provide scientific knowledge to support policy"=makers and society to resolve actual problems by providing of relevant information and advice for implementing strategies. Universities are specific but important carriers of development projects in tropics and subtropics. SWOT analysis showed that their weak spots are particularly in high turnover of team members and in fragmentation of interests against standard teams. On the other hand universities have strong theoretical background, a continuous line of experience and unlimited capacity to find new team members.



ITS CULS realised through its teaching staff and students more than twenty development projects in tropics and subtropics focused on agricultural activities. Evaluation conducted at ITS pointed that ITS projects do not use M\&E methods to achieve a higher 3E (economy, efficiency, effectiveness). The donors of funds for foreign aid were also involved in the research, and their requirements for M\&E in development projects were measured in semi"=structured interviews.







The main objective of this research is to establish a strategy how to effectively integrate the use of M\&E methods to the running and future development projects, and at the same time use the limitless human, knowledge and research capacities of universities.



Strategy:



1) Increase the evaluation culture at the university among project managers and students. 2) Present the new progress of ITS evaluation culture to donors. 3) Explain the benefits of inclusion of more students into the development projects to project managers. 4) The innovation for the M\&E strategy of development projects in university conditions has been proposed the management based on ``IT project management software''. The advantage is the transparent management of projects activities through the special software which enables the cooperation of a high number of students on the projects and minimises the negative impact of their turnover. There is a shift of the fluctuation in project teams from a position of weakness among the strengths. These students gain practical experience in real data collection and analysis so their seminar works would be processed according to real requirements. It creates a connection of theoretical tutorial with the practical application.
