National and regional food self"=sufficiency time series data show fluctuating trend in food balance of agriculture"=dependent country Nepal. The most heightened food insecurity areas are mid"=western hill districts and improving the status of impoverished community is a priority but challenging work for development agencies. In a base year of project implementation, development indicators of Dailekh district show the worst 67\textsuperscript{th} in per capita food production and lowest one in per capita income in comparison to other districts. Seeing these scenarios in Dailekh district, Government of Nepal launched Rural Community Infrastructure Works (RCIW) Programme in 2001 with bilateral technical support of GTZ-Nepal and multilateral food"=aid support of UN-World Food Programme. 



	



To evaluate change in food availability, accessibility and intra"=household food distribution, 100 households from six village development committees of south"=west Dailekh were surveyed in 2006 by doing interview schedule. Apart from household survey, study also used focus group discussion and secondary data source. Data were analysed by using simple statistical tools and other descriptive methods. 







The results on food availability show self"=sufficiency level of 9.33 months of a year. The contribution of food aid was \mbox{10.84\,\%} of total calorie intake via distributing average remuneration of \mbox{133\,kg} rice and NRs. 172.0 within 59 days of average work. The construction support of Tallo-Mathillo Dungeshor green road opened access to motor vehicle transportation which reduced 2.6 hours of market distance, lessen \mbox{38\,\%} food pottering fare and \mbox{7.5\,\%} transportation fare. Eighty"=six percent respondents joined to complementary activities of the programme and their additional share on food accessibility was \mbox{16\,\%}. Analysing week"=long food consumption routine, only \mbox{31.8\,\%} households consumed balance food. The major causes of indifference to balance food were: low know"=how of consuming calorie"=rich food items (\mbox{35\,\%}), low household income (\mbox{18\,\%}) and other effects. In addition, almost all respondents answered no activities of building awareness in food utilisation element. The major policy recommendation of this article was suggesting government to replicate same kind of programme in other areas by creating minimum of three"=month's job and empowering community for individual nutrition security.
