\textbf{Abstract}
\begin{abstract}
\normalsize{
Trade globalisation is one issue which greatly challenge and may cause problem for many developing countries. The most reason is there is incompatibility between international organisation and the interests and condition of those countries. Two critical issues for fisheries sector especially capture fisheries in Indonesia are subsidy and ecolabelling. WTO has a mission to reduce even eliminate subsidy because it is presumed as a factor which drive over exploitation of fisheries resources. Meanwhile developing countries need to apply subsidy policy to support fisheries sectors especially small scale fisheries. Looking at the situation in Indonesia, subsidy is very needed by the fishermen in increasing the catch capacity. Many kinds of subsidy are applied by Indonesian's government such fuel subsidy, subsidy on interest rate of credit and grant for boat or gear.  With respect to those limitations, it is quite hard to achieve ecollabeled product for export purpose in particular. The low standard of fish handling and processing due to low technology application decrease fish quality and directly will decrease the value of product. Many developing countries disagree with developed countries which apply trade barriers for the reason of food safety or quality. In some conditions, the product may be rejected by importer country which disbenefit the exporter country. In fact, both regulation on subsidy and ecolabelling cannot satisfy Indonesia  as one of the big producer of fish products. Considering the conditions of Indonesian fisheries sector what is the right policy should be made in order to make more benefit for national interest? }
