The involvement of private partner in the establishment and management of water supply schemes is presenting several advantages to the sustainability of irrigation systems. Risks associating irrigation ventures, that used to be heaved up on the government in conventional ventures, can be apportioned among the partners engaged. Financial resources from private partners are ameliorating budgetary problems which are the main causes of failures of irrigation systems in developing countries. Expertise from private companies is contributing a great deal in the introduction of efficient systems in water supply systems. 







The West Delta Water Conservation and Irrigation Rehabilitation (WD) project is pioneering in engaging private operators under the Public Private Partnership (PPP) model in Egypt. This project which is one of the four mega irrigation projects is involving private partners from the local and international arena in the construction and management of the surface water supply scheme. The private partner will be operating under the Design, Build, Operate and Transfer (DBOT) structure. A complete piped distribution will be built for surface water delivery up to farm level. A full system recovery including the capital cost is planned for the WD water supply using volumetric pricing. 







Even if technical feasibility studies have proved the practicability of the system and the necessary funds have approved by WB and other funding organisation, the project has not been able to commence yet. The introduction of PPP model in the WD project is facing various challenges which are generated due to the complex nature of the venture and the natural settings of the region. Various factors which are interdependent on one another contribute to this impediment. An intensive research which was accompanied with a three month field survey in the project area has been carried out to investigate the causes and effects of these challenges. 







Since this project and the proposed model of PPP is unique in the whole of north and eastern Africa, the finding of the research can be very resourceful for similar ventures in the region and other countries with similar environmental and social settings.
