Global climate change poses important challenges in the near future to the world food security, ecosystems services and human well being, especially in poor developing countries where its effects might be stronger. The Certified Emission Reductions (CERs) under the Kyoto Protocol is the first international approach that combines reduction of Green House Gases (GHG), mitigation of climate change and sustainable development. 



Land Use, Land Use Change and Forestry (LULUCF) projects under the Clean Development Mechanism (CDM) under the Kyoto Protocol represent a valuable opportunity to protect severely endangered ecosystems like the Atlantic Forest, but also to the implementation of sustainable initiatives as agro forestry systems, sustainable livestock production, and forestry management that will enhance carbon sequestration and conservation of biodiversity. Despite this great potential, the implementation of LULUCF projects worldwide is still squat. The present study is the result of an analysis of the potential areas to CDM Afforestation/Reforestation in the municipality of Cachoeiras de Macacu, Rio de Janeiro Federal State, Brazil. Using land cover maps and interviews this approach tries to identify the main opportunities and barriers to the implementation of carbon sequestration projects in the region.



Difficulties to measure the available areas, the financial costs, the lack of local communities' engagement and finally the need to build local capacity for CDM projects are some of the main issues. Nevertheless, the existing Brazilian institutional infrastructure and international agencies could help to increase the percentage of LULUCF projects in Brazil. There is a need to develop rapid assessment strategies to measure the potential areas for LULUCF projects in order to concentrate resources for proposals that could be implemented before Post-Kyoto.}
