Vulnerability to poverty is a threat to emerging market economies where rural households are unable to implement efficient ex"=ante risk management and ex"=post coping efforts against shocks. Climate change and environmental degradation has led to an increase in the likelihood and severity of ecological shocks, such as storms, drought and flooding in many Asian countries. The negative impact of shocks on welfare depends on the ability of households to apply effective ex"=ante mitigation strategies against shocks. Adoption of such strategies is a multivariate function which includes the decision makers' perception of risk. To strengthen effective disaster prevention and poverty alleviation strategies, this study aims to analyse the determinants of risk perception and its influence on household's behaviour regarding choice of ex"=ante mitigation options.







The data were gathered in a DFG research project ``Impact of Shocks on Vulnerability to Poverty: Consequences for Development of Emerging Southeast Asian Economies''. Focusing on rural households in Thailand and Vietnam, a comprehensive survey among 4,400 rural households was conducted in 2007 and 2008 in six provinces.







First results show that in both countries rural households are particularly concerned about climate and ecological risk. While in Vietnam storms are the most frequently expected climatic shock, droughts pose greater risks to Thai households. However, the majority of households do not undertake any activity to mitigate risks ex"=ante. Mitigation strategies are primarily undertaken to prepare for floods, crop pests and livestock diseases, while households in Vietnam particularly pre"=adjust for storms and Thai households accommodate especially for drought. Further analysis will focus on interrelations between shock experience, risk expectations and the choice of ex"=ante risk management strategies. A three"=step regression approach will be used. The first step is to estimate a risk perception equation, which controls for the effect of weather"=related and other shocks on households' risk expectations. The second step is to assess how households decide whether or not to take any risk mitigation action. The third step is to regress the probability of households to apply certain ex"=ante risk management strategies on their risk perception while controlling for further demographic and location factors.
